2 y/o jack russel doesnt like to go for walks

I have a 2 year old male Jack Russel. One of the reasons we chose this breed being active and independent. We love to go for walks and hikes and were hoping our dog would love to come along. He likes to go for short walks but when he puts his mind to it he refuses at times to go for longer walks . We have taken treats, varied the walks and play time.

He has not had any traumatic events or scared by something. We have tested it and when he gets distracted he will walk or run.

He is super healthy and checked by the vet. His paws are healthy too.

I wonder if this breed sometimes is so smart and independent that they just decides it is not going to walk and that is it. i truly believe they are so stubborn that they give up and don't want to walk if is is a slightly boring walk?
