I was wondering how much a girl jrt should weigh at 9 weeks, she currently weighs 1.4kg

Every puppy is different. I wouldn't worry too much about it as long as she is active, healthy and doesn't look thin. Pups of this age are in a rapid state of growth and being over weight isn't generally a problem during this time.

Go by the packet directions of her food and adjust slightly, a little less if they always leave some, a little more if it is all gone and they are looking for more. If she is active and well hydrated you cant go far wrong, its not an exact science and at nine weeks she will still be a slightly chubby pup. When she is a little older 6 months or so you can judge her weight by running your fingers across her ribcage lightly, if you can just feel the ribs she is just right.
