Aggressive towards other dogs on the lead

I have a very intelligent 1 and half years old male Jack Russell called Maxim. I have tried with various dog training techniques to get him not to overreact to other dogs when he is on the lead but it's not working. I feel like I am bribing him and need a better technique to deal with this issue. Any tips? Thanks, Nick
