Barking and Snapping at Dogs

I have had my 14 year old rescue Jack Russell bitch, Sally, for just over a year now, and she is gorgeous in absolutely every way(particularly with people and children of all ages), except.... on or off the lead, she barks and snaps at other dogs, particularly ones that are bigger than her. She starts some distance from the other dog, and her tail is wagging like mad... and if she is off the lead, she will usually 'bait' the other dog into chasing her(barking and snapping close to it, and then running away!). She hasn't actually bitten another dog, but other dog-owners are not necessarily convinced of this fact!
Apart from serving her with an A.S.B.O... what can I do to rid her of a behaviour that she may well have had all her life??
