chewing problem

She is either 16 or up to 18 yrs old and I just love her so much .

Every summer around August she starts to chew her stomach and feet and her little (Suzie) as I call her privates lol. Right now she is a bit raw down there and I have been using for the past yrs is a spray bottle with about 1/3 or Peroxide and the rest water and it does seem to help stop her from chewing and it looks better but am I doing the right thing?
I just want some answers on how to make her more comfortable , it doesn't seem to hurt her but it does not look good sometimes. I had to take her to the vet a few yrs back and get a needle for infection, I don't have a lot of money but she defenitly gets what she needs and lots of loving .
Any help or idea's of what works and what is the safest for her being so old.
I adopted Brodie , my Jack from a shelter and she was about 10 or 11 then and I have had her 6 yrs for sure, I hate to see her in any discomfort.
This was my first Jack and I just love this one so much ,her personality and mine go together perfect.
