My Jack Russell is a baby but not too young.. a couple days/weeks old I think. When he scratches himself it's behind the ear. Does it mean he has fleas?

It could be fleas or it could be an allergy Jacks are well known for having allergies I own 2 boy Jacks and my one 19 month old Jack icthes constantly and I know it is not fleas cause I have him on Comfortis for fleas but I would take your baby to your vet to find out!
