My JRT was recently overweight but over the summer we went to the vet and figured out what kind of diet to put her on. So thats the first thing i would do. JRT's are very energetic even at an older age so 1 walk a week will definitely not cut it. You should be taking your dog for a 1 hour walk minimum each day 2 times if possible your dog will love the long walk and it will also give you a chance to get some exercise as well. I would recommend to take your dog for a walk in hilly areas or run up and down a hill a few times and then continue with your normal walk.I've also had my dog do an obstacle course in my backyard. Not very hard to make it i just used a broom or some kind of stick on 2 flower pots and made my dog jump over it. Also if you do give your dog treats try to cut down on the amount you give your dog. What worked the best for me was taking my dog camping with me. After a month of walking my dog every day to get her in shape i decided to take her for a weekend camping trip. Took her on a 4km hike one day and then just and a 7km the next. this will allow your dog to explore a new area and get more out of the walk. 4km on a flat path and 4km going uphill are totally different. Going uphill will be more beneficial for your dog you wont have to go for longer distances. If this isnt possible you can always run up and down your stair case.

A walk once a week? You should be walking her at least once a day, ideally more than that. Even with age JRT's are very energetic dogs. Exercise will definitely help the weight problem, plus walking her will get you some exercise too!
Also you may want to reevaluate what you're feeding her and how much. Speak to your vet about foods he/she recommends and ask whether you should stick to the feeding guidelines on the bag.
Never free-feed, this can lead to obesity.
And I'm sure you know that a dog that's overweight is prone to more health problems!!

Just like humans, Jack Russells that are overweight are prone to more health issues so it is very important that you monitor their weight.
It sounds like you might need to build a little more exercise into her day. Maybe try increasing the length of her daily walks as well as looking for hilly areas or steps. It might be time to try "light" doggy food. Look for doggy food that is as natural as possible. If you are more adventurous you might want to try a raw foods diet. I do it for my dogs and feel it has helped them with their health. It's also a good way to control calories because you can always add more filling fibrous foods into her bowl. There is a recipe book you can buy on the left hand side of the website under "homemade dog food" or you can google recipes on the internet.
