My jack acts like this a lot of the time too, sometimes he just looks sad. He's ready to play anytime and would never turn that down. If you aren't playing he lays around. He's never been over active in any way and he's a complete loveable lap dog. He's the runt of his litter he's 1 year old now, the love of my life and only weighs 13 pounds. Many people say he looks sad but I know he's happy, it's just his personality I think. Totally not what we expected from a JRT but glad he's such a good boy!

Take him to the vet - this is not typical behavior for a JR - he is not feeling well would be my guess unless you have changed his environment (new dog, cat, baby home, etc)
