Jack Russell not getting along with Golden Retriever

We have two dogs,jack Russell dog and a golden retriever bitch.The jack Russell is pulling the fur from the retriever and now she has bald patches and he sometimes draws blood.Why does he do this and how can we stop him?they get on very well apart from that.The jack Russell is only a year and a half.
