Jack Russell not getting along with Golden Retriever

We have two dogs,jack Russell dog and a golden retriever bitch.The jack Russell is pulling the fur from the retriever and now she has bald patches and he sometimes draws blood.Why does he do this and how can we stop him?they get on very well apart from that.The jack Russell is only a year and a half.

Thanks for your advice,but the problem is the jack russell is never away from the retriever,when the jack russell arrived as a pup he jumped on the retrievers back and has been camped there since.I have started to put a muzzle on him when i see him at her.I take both of them on a 3 mile walk every day.Is there any such thing as stop and grow for animals it stops people from biting there nails?

It sounds like he might be trying to establish himself as the pack leader. Luckily your Golden has a nice temperament and is not fighting back because that could get ugly. You should probably be supervising the two of them when they are together and the moment you see this behavior potentially starting, stop it by putting your Jack in the down position for a few minutes and then reward both of them with a treat (and if he is not able to follow this command, then retraining might be in order). Be consistent with this! Also, if they haven't been getting enough exercise it might also be helpful to add in a longer walk to get out some of the aggression/energy.
