My jack russell pees if he is petted or get over excited is that normal.

First things first - it can never hurt to double check with your vet to make sure there isn't an issue with bladder control (not sure how old your dog is).
That being said, this sounds like your dog may be "submissive peeing". He pees to show that he is happy and relieved that you have returned home. That's why it is important that when you return home or are in situations where your dog could potentially be revved up - you turn down the volume a bit. So when you return home, ignore the dog while you put everything down and maybe 5 to 10 minutes later greet him. Don't get him excited or riled up by using a high pitched voice. Use a very calm tone.
