Mowgli goes potty fine off the leash, as my friend showed me. she has 10 acres & no road. i have a dangerous road, and need him on a leash at times. even the collar with no leash stops him from doing anything. any suggestions? i also have a harness.

he is 11 weeks & we have been together four weeks - joyful ones!
