My Jack Russel has a small black mole type looking lump being both of his front legs just above the paw. He is now starting to chew this - is this normal?

It's not uncommon for Jack's to get moles. And usually moles that appear in the foot area are malignant. However, I would watch to make sure the moles don't grow in size or bleed. Or elevates above the skin surface level. Either way, it couldn't hurt to check with your vet just in case.
