my 5 year old male fixed parson has started to want to bite some people. most of the time he is very sweet, people think he is a puppy. Are there ways to stop this behavior?

Absolutely do not try outdated dominance techniques (bullying) with JRT, positive reinforcement works great with this breed.

have you tried a muzzle training? this worked with my puppy when he was little. sometimes a little tap on the nose and saying no bite works not hard though never hit to hard if that don't work then the muzzle is a good idea to train.

Taboo behaviour

If it bites again, throw the dog to the floor and hold it down until it relaxes. He needs to know that this behaviour is absolutely taboo. Usually a couple of goes will do it.
My dog kept trying to nip me when he was young even though he was really sweet. I did exactly that, forced him to the ground and he has never tried again.
