Mouth Ulcers in our JR mouth

Our Jack Russell is 10 months old, he has had trouble with mouth ulcers since he was about 4 months.. Really bad breath as well.
He also has had the end of his tail taken off because he kept biting it..
And has pulled all his nails off..
This is driving us crazy.. $1000.00 in vet bills and still no cure...
Please help if you can
