my jack russel keeps peeing all the time and shakes a lot

hello my 4 year old male jack russell keeps weeing all round my house he goes on regular walks 2/3 times a day and has enough food and water, because of him weeing all the time i have had to cut his water down. he is a naughty dog by running away and got caught by the dog catcher for a few days i need to know if their is anything wrong first before i fork out money to go see a vet. thanks :)
