My Jack Russell is biting

Hi I have a ten month old Jack Russell pup that is attacking my partner when she takes things off him or tells him off. What can I do I have done all the basics taken all his toys off him, put him in his cage when he starts, sprayed him with water, stopped all treats. What else can I do I don't wont to muzzle him but its starting to look like our only option?
