My Jack Russell is biting

Hi I have a ten month old Jack Russell pup that is attacking my partner when she takes things off him or tells him off. What can I do I have done all the basics taken all his toys off him, put him in his cage when he starts, sprayed him with water, stopped all treats. What else can I do I don't wont to muzzle him but its starting to look like our only option?

my jack is a he and he has hearing problems and cant hear when you talk to him

It sounds like you are negatively reinforcing behavior with your Jack. That means, when she does something that you perceive to be bad...you punish her. Usually, this only makes things worse and your Jack begins to act out more. By using positive reinforcement - giving praise and treats for when she is acting good will go a long way to improving behavior.
I would start by working on basic obedience too. That way, she understands when you say "drop it".
