My JRT Loves eating...

My JRT is a bit overweight, i take them out for walks/jogs when the weather is playing along, otherwise i play ball with them. Hercules is 5 years old and when ever i feed him ( and Zoey 2yrs ), he eats his own food and then goes for hers... He's never done this before and he has been for all his injections and i gave him de-worm pills. Why is he eating so much ? I don't give them alot to eat because i have to watch Zoeys' weight aswell, because she has an enlarged heart and can't gain extra weight... What can i do to make him eat less and how can i excersise him ? The weather here isn't always friendly, it changes daily from cold and misty to sandy and windy ! Please help ?
