My JRT's Strange Quacking Noise

I have an 8 yr old Jack Russel Terrier named Beethoven. For the majority of his life he has made this quacking noise (I do not know how else to describe it). For the past few years it only occured very few and far in between; however, for the past 5 days it has been pretty constant. I used to think it was allergies or asthma, but now I'm thinking it may be either a common cold/cough or something more serious. He doesn't look or act as if he were in pain.
