New to this forum with 5 month old female jrt

I am currently attempting to walk my puppy (Lilly) twice a day. I have trained Lilly to touch the bells hanging on our sunroom exterior door when she needs to go potty. She loves the idea but touches it every time she wants to go out (for birds, squirrels, after our cats go out etc. not complaining. My question is my idea of having her “heal” or walk beside me when we are walking around the neighborhood in the morning and letting her take her time and sniff on the afternoon walk as a reward. Mayebe I’m the one that needs training. I absolutely cannot let Lilly out without a leash. Comments would be appreciated.
