Puppy will not walk

Hi - we have a four-month old male jack russell. He frequently refuses to walk on the leash at all. He sits down almost immediately and seems tired. Occasionally he will walk well off-leash. He will always play with another dog when available. Our Lab (now 11) had elbow displasia so we are overly worried that Hudson may have a medical issue - but he is not limping - just not walking! Any advice?

4 months is still so young, she probably doesn't quite "get" the whole leash walking thing. Some pups take right away to the leash and others need more coaxing. I would bring some high value treats outside with you. And then walk a few steps away from your Jack and show the treat. And keep doing it. Gradually get further and further away each time until you have faded it out (while maybe still giving a treat at the end of the walk).
