should jack russell be outside all the time

my name is Realtin i am eleven years old and i have a jack russell called Charlie and he is around nine or ten my mom got a new chouch and she does not want charlie to jump up and ruin it so she puts him outside and i get really annoyed at her because he shivers and he looks so cold so sometimes when my moms asleep i creep out and bring him to sleep in my bed even if hes wet from the rain right now im saying this i took him in and hes under a blanket on the carpet what do i do do we ceep him in our out...please help.
