Skin irritation or allergy

My poor doggie seems to suffer from skin allergies. The vet said it is okay to give her childrens benydril up to 3 times a day. She is about 11 pounds. It seemed to be helping pretty good but lately she seems to be scratching more and more. She rubs her face on the carpet and seems to get it badly underneath her arms. Any suggestions?
