Jack Russell peeing inside

I think having the puppy pads down is confusing for her. Either you have them or you don't. It seems like she needs basic potty training again to reinforce that she is supposed to go outdoors. I would put her on a strict schedule of when you take her out. Bring treats with you to reward her when she goes. In the meantime, removes any rugs that she has peed on. Also buy enzymatic cleaner (from a pet store) to make sure you wipe out any scents left over (regular cleaner does not do this). Teaching her commands will also help instill some confidence in her - so think about obedience school.
