whining at night and when i leave HELP!!!

I have a 3 year old Female JR . I put her in the Bathroom when I leave or its time for bed. She will sit there and whine so loudly the neighbors called the police! I have also left 30 min and came home and she was barking so loud I could hear her outside. Do you have any suggestions on what I can do ? I dont want to get a bark collar but as a last result may have to ....
