why won't he listen outside of the house

Hi, i have 2 jacks that have just turned 1 they both are very obedient, but as soon as we step outside the house for one of them its like he has gone into his own little world, for instance if we are on a field he will stay with me but as soon as he sees another dog even if its on the other side of the field he just takes of towards it he always comes back but not when commanded to, can anyone help thanks

brave to have 2 young ones

Our Max will be 2 years old in November and I can't imagine having 2 so young. I have talked about getting another but my husband says twice the trouble. I love love love the one I have, but he really thinks that when we are outside he is as free as a bird. Not such an issue since we live in the country, but he started chasing cars as well.

So although I hate the thoughts of an electronic collar we got one and have forever been thankful for it. I used the vibrate at first and now he has graduated to just beeps. The last few days I don't have to use either. Max just listens more attentively to commands.
